The International Trade Commission shot down a push by steelmaker Cleveland-Cliffs and the United Steelworkers union seeking tariffs on imported steel used for cans.

Cleveland-Cliffs and the union petitioned the federal government for tariffs last summer, arguing that imports of the steel, known as tinplate, were siphoning demand from Cleveland-Cliffs’ Weirton, W.V., plant. The company said cheap tinplate imports cut into sales and led it to lay off union steelworkers at the plant.
