“They have the scale and capacity beyond what we have at this point. We might be more creative and experimental, but ultimately the question is who can run with what they design and who can fully leverage their technological capabilities,” said Elsa Kania, Adjunct Senior Fellow, Technology and National Security Program at the Center for a New American Security. “China’s institutional scale (think research institutions and government) is unmatchable.”
